One of Captain Huckebein's weaknesses is his inability to fly, unlike his allies. That's where the Gespenst Flyer comes in. The Gespenst Flyer is a Mobile Citizen by itself, however it's designed as a flying platform for Captain Huckebein to ride on. While not powerful on it's own, it's only intended to carry Captain Huckebein around.
